As far as being able to restore mutants powers after M-day without them having an x-gene, I don't think it's out of his range. He cannot "create" biology only manipulate it. Elixer's power is Bio Manipulation, meaning he can do everything, actual and theoretical with respect to manipulating biology. We know that everyone's powers are derived from the "X-gene" then what's stopping Elixir from taking/copying each and every X-gene from everyone around him into his own body? Imaging him having anyone or everyone else's powers in conjunction with his own, and still able to add on to whats already there? Further augmenting others powers through his own.and well once you get to that point he just continues to cascade becoming something beyond comprehension into the realm of "a perfect 'God' being". In respect of Elixir's true potential, I believe he's in theory beyond even the Omega's if he were to put his powers to the right level.
